Foreword           

The world watches in horror as the humanitarian disaster in Haiti unfolds, hour by hour, day after day.

 

International relief operations, led by the United States and on a scale never seen before, are underway and gaining momentum as the first heartwarming results become visible.

However, what becomes also visible is the total devastation of Haiti's structures and infrastructure.

We must look beyond the emotional distress of the moment and plan the total reconstruction of Haiti.  A decent existence for the Haitian people must be our guiding principle.  The reconstruction must thwart seismic climatic cataclysms; never again can the havoc we witness now be repeated.

The immensity and complexity of the task mandates the closest possible cooperation between Haitians, authorities, charities, designers, constructors, and suppliers. 

To achieve such a total integration of financial resources and disparate technical competences PHI Cubed proposes a "Strategic Alliance to Help Rebuild Haiti" that will Plan-Act-Complete-Evaluate & Account for the whole process in a honorable and responsible manner.  The sole objective of the Alliance will be a decent future for the people of Haiti and a respectable place for the country itself in the community of nations.

PHI Cubed has obtained pledges of cooperation in the proposed Alliance from reputable companies, both in the US and in Europe, each highly specialized in one or more of the many critical aspects of such an undertaking.

PHI Cubed will liaise with the funding authorities and assume overall responsibility and accountability.

It is with absolute confidence therefore that I submit to the decision making authorities and the leaders of the consortium of companies a succinct overview of the proposed

"Strategic Alliance to Rebuild Haiti".

The Alliance Philosophy

 

The Strategic Alliance to Rebuild Haiti (Alliance) – a collaborative coalition of world class leaders – is integrated under best of class standards related to the delivery of goods and services necessary for the relief, reconstruction, recovery and rebirth of Haiti.

 

A “Best for Haiti” philosophy is mandatory for all Alliance members.  The goal of the Alliance is to maximize the value added contributions to tangible assets for the benefit of the Haitian people today and in the future.

 

We began by asking where should the Haitian people be 6 months, 5 years, 10, 20 or 30 years from now?  Armed with a vision of a sustainable future for Haiti, we are formulating solutions and investments that provide immediate relief and position Haiti for long term sustainable recovery and rebirth.

 

Alliance solutions will, invariably, empower the Haitian people.  Alliance members will deliver sustainable solutions that provide jobs to Haitians.  Unskilled workers will become skilled workers and skilled workers will refine their existing skills and develop others. 

 

Micro-lenders will nurture small businesses in Haiti while innovative professionals will help Haitians develop sustainable localized solutions.  Experts in micro-energy production and sustainable energy solutions will share their knowledge.  Waste water recycling, water treatment, and agricultural innovations will embolden Haitians to support themselves.

 

By leveraging their combined knowledge, skills, resources and networked relationships Alliance members will deliver amazing “Best for Haiti” solutions.  We invite other innovators, entrepreneurs, and leaders to join us!

1. 0      THE ALLIANCE VISION FOR HAITI

 

The undersigned are proud to join the Strategic Alliance to Rebuild Haiti. (Alliance)  The Alliance is a collaborative coalition of worldwide leaders dedicated to rebuilding a sustainable, vibrant, prosperous and peaceful Haiti. 

 

Our vision is a self-supporting, self-sustaining, respected and respectable Haiti, marked by good governance that arms the Haitian people with the tools needed to succeed individually, locally, nationally and on the world stage.

 

 

2.0              THE ALLIANCE’S HAITIAN MISSION

 

Alliance members will leverage virtual design tools and lean business processes to increase the efficiency with which services of all kinds are delivered in Haiti.  Sophisticated providers of construction, infrastructure and design services are encouraged to join the Alliance, where their combined expertise can be honed to benefit the Haitian people. 

 

The Alliance is dedicated to improving the efficiency of planning, design, construction, and maintenance services on facilities and infrastructure throughout Haiti.  The Alliance will utilize Integrated Agreements, Building Information Modeling, (BIM) Lean Construction principles, and innovative building products to intelligently and effectively deliver infrastructure and facilities to the Haitian People.

 

Alliance members’ services and products are innovative standing alone, but revolutionary when deployed collaboratively in an integrated environment.


 

 

3.0              THE ALLIANCE’S DELIVERABLES

 

The Alliance in close cooperation with others is working hard to rebuild Haiti and will deliver the following:

 

·               Urban Planning & Policy Development, to develop a common vision and consensus for the present and future physical and environmental action plans,      to provide redevelopment phasing plans, to visualize the development of 3D plans, to master plan and produce zoning codes for Haiti. To develop cities,         towns and rural areas for Haiti's rebirth;

 

·                     Affordable earthquake and hurricane resistant housing – 7.8 on the Richter scale and Category 5 hurricanes – with basic modern amenities, built quickly and economically by skilled and unskilled local labor;

 

·                     Modern utilities, including drinking water purified and / or desalinated to meet international standards after retrieval from an aquifer, lake, river or the ocean; waste water treatment and recycling for irrigation, solid waste incineration in automated small scale power plants, wind turbines, solar panels and other renewable energy resources; and 

 

·                     Social infrastructure, including small scale, well-equipped, rural hospitals, clinics and medical training facilities, schools, fire stations, community administration buildings and more.

 

·               Economic infrastructure To develop light manufacturing to rebuilding Haiti's       infrastructure  and     service the Caribbean, South and Central America.   To             develop the agricultural and farm industry to service the country’s needs and         to provide for exports.
